Governing Committee
Separating governance and management is expected to promote accountability of e-GTC. It also provides a mechanism for good organizational governance that focuses on stakeholder participation.
e-Government capacity building is at the crossroads of human resource development and e-Government deployment in the public service sector. In other words, e-Government capacity building is a cross-cutting issue between Government MDAs, responsible for human resource development of their respective staff, and FMC&DE, responsible for e-Government development. Thus, measures to facilitate close cooperation and collaboration between the two parties is essential for designing overall organization structure of the Centre.
The Governing Committee serves as the apex decision making body of the Centre, and derives its membership from key partners and stakeholders which include National Information Technology Development Agency (NITDA), Nigerian Communications Commission (NCC), Galaxy Backbone Limited (GBB) and Public Service Institute of Nigeria (PSIN). The high level key partners/stakeholders of the Governing Committee provide guidance on key issues such as e-Government training policy and objectives, budgetary support, and decisions involving the management and operation of the Centre. Specifically, the composition of the Committee is as follow:
